Regulation Statuses

Regulations progress through different stages from initial drafting to full enforcement. Understanding these statuses helps you track where a regulation is in its lifecycle.

Draft

Pre-Legislative

In internal development or consultation; not yet formally introduced to the legislature.

Examples: White papers, consultation documents, internal proposals

Proposed

Legislative Process

Formally submitted or registered with the legislative body (e.g., First Reading).

Examples: Bill introduced, notice of proposed rulemaking, first reading

Under Review

Legislative Process

Currently being debated, amended, studied in committee, or moving between chambers.

Examples: Committee stage, second/third readings, consultation period, inter-chamber negotiations

Stalled

Legislative Process

No legislative movement for a significant period, but not formally dead.

Examples: Stuck in committee, awaiting scheduling, political deadlock

Withdrawn

Final (Bills)

The proposal failed - voted down, vetoed, or pulled by the author. This is a final state for bills.

Examples: Vetoed, rejected on floor vote, withdrawn by sponsor, expired in committee

Adopted

Post-Legislative

Voted through and approved by the legislature, but waiting for signature or promulgation.

Examples: Passed both chambers, awaiting executive signature, pending royal assent

Awaiting Entry

Post-Legislative

Signed and published (Gazetted), but the effective date is in the future (Vacatio Legis).

Examples: Published but 'applicable from' date pending, transition period

In Force

Active

Currently active, binding, and applicable.

Examples: Effective, operative, currently enforced

In Force (Amended)

Active

Active and binding, but significant parts have been modified since original enactment.

Examples: Amended, consolidated, recast but still in force

Repealed

Final (Acts)

No longer in effect - either strictly removed by new law or the time limit expired. This is a final state for acts.

Examples: Repealed, revoked, expired/sunset, annulled, superseded
